Tier 1 behavior interventions include school-wide and classroom level systems. The goal at Tier 1 is the prevention of problem behavior and promotion of positive behavior by establishing processes that should facilitate success for the majority of the student body (~80%). An effective Tier 1 system should reduce the number of students who need more support at Tiers 2 and 3.
