All staff who facilitate the Tier 3 Behavior process must receive training in FOCUS-SSS and the FBA-PBIP process to effectively lead the team.  The training is comprehensive and should be limited to staff who are given the "RTI-Behavior FBA/PBIP Facilitator" role within FOCUS.

FBA is a Tier 3 individualized problem-solving process. It can be completed for any student that demonstrates severe, intense, or frequent challenging behaviors that are not responsive to Tier 1 school-wide, Tier 1 classroom, and Tier 2 interventions.

The purpose of the FBA is to:

• Gain understanding about what a child does (the behavior)
• Gather data and information about how behavior relates to or is affected by his/her environment
• Help determine why a child engages in problem behavior (the function)
• Guide development of a behavioral intervention plan

A PBIP is a blueprint for changing behavior. Specifically, it provides a written plan or instructions for addressing challenging behavior and teaching skills that help the student get what he or she wants in a more appropriate way (a functional alternative behavior). A PBIP includes interventions based on the hypothesized or demonstrated function of the behavior as identified in the Functional Behavior Assessment (FBA).

The FBA and PBIP are completed in the SSS tab within the student's FOCUS portal.  To create and edit the Tier 3 FBA and PBIP events in SSS, you must be given the FOCUS school-based role of "RTI Behavior - FBA/PBIP Facilitator" by the school administrator.
