Jim C. Bailey was elected and served as the Escambia County School Board District 1 Representative for 22 years, serving as Chairman or Vice-Chairman for 13 of those years. Mr. Bailey's dedication to the students of Escambia County earned him the honor of a Resolution on the floor of the Florida State Senate, the honor of being recognized by the Florida School Board Association for Outstanding Boardsmanship, the dedication of Jim C. Bailey Park at Hellen Caro Elementary School, and a school named in his honor,
Jim C. Bailey Middle School.

Jim C. Bailey Middle School was built in 1995. During the first few years we had empty classrooms and our student enrollment was just over 1100. We had about 54 teachers, 1 Guidance Counselor, 1 Dean, 2 Assistant Principals and 1 Principal.
Today we have twelve additional portable classrooms and our enrollment stays around 1,100 students. We currently have 88 teachers, 3 Guidance Counselors, 2 Dean, 2 Assistant Principals, and 1 Principal along with OT, PT, Speech and Language, and Adaptive PE itinerant teachers.
